If an allele is recessive, that means it carries the information for the recessive version of the trait. The recessive allele is covered up by the dominant allele if one is present so to get a recessive phenotype, both copies of the allele the horse has need to be recessive.  Sometimes a recessive allele is only partially covered by the dominant allele, which gives incomplete domination
